Background
The Ministry of Gender, Labour and Social Development (MGLSD), through its Programme Management Unit (PMU), is implementing the Expanding Social Protection Programme (ESP). The goal is to reduce chronic poverty and improve life chances for poor men, women, and children in Uganda.
ESP includes the Social Assistance Grants for Empowerment (SAGE), through which the government provides the Senior Citizens Grant (SCG) to older persons. SAGE is implemented through 10 Regional Technical Support Units (RTSUs) in the following districts: Moroto, Kaberamaido, Mbale, Kamuli, Gulu, Nebbi, Mbarara, Kiboga, Kampala, and Kyenjojo.
Job Summary
The Ministry seeks to recruit competent, motivated, and qualified individuals to fill two Operations Officer positions on contract from 1st October 2025 to 30th June 2028, renewable based on performance and funding availability.

Position Details

Duty Station: Any district of posting
Salary Grade: Grade 6 (ESPP II Structure)
Supervises: None
Job Purpose
To provide technical support to Local Governments to ensure effective implementation of Senior Citizens Grant (SCG) processes in line with programme guidelines.
Key Responsibilities

Support beneficiary verification, registration, enrollment, and payments.

Train and mentor Local Government staff on SCG processes.
-
Conduct monitoring, evaluation, and learning (MEL) activities.
-
Liaise with districts for reporting and updates.
-
Prepare monthly and quarterly performance reports.
-
Handle complaints and grievances (C&G) processes.
-
Support local governments in SAGE verification and data management.
-
Upload all beneficiary data to the SAGE MIS.
Key Result Areas

Timely development of district plans and targets.

Analysis and resolution of complaints.

Quality monthly and quarterly reports.

Timely feedback to districts.

Accurate and timely data uploads to the MIS.
Minimum Qualifications
Bachelor’s Degree (Honours) in any of the following fields:
