Residual National Identification Registration (NIR) of older persons begins across the Country

The Ministry of Gender, Labour and Social Development in partnership with the National Identification Registration Authority (NIRA), with support from the Social Protection Platform Uganda (SPPU) have embarked on a countrywide residual registration of older persons who are 75 years and above who had missed the previous national registration outreaches. The exercise comes at a time when it is now a requirement for one to have a national ID, in order to access Government services and Programmes including SAGE and the National Special Grant for Persons with Disabilities. Additionally, banks are required to use the NIN to open individual accounts yet most government grants are delivered to beneficiaries through a bank account. For the Senior Citizens Grant, beneficiaries access the grant through Centenary Rural Development Bank, the payment service provider for the Programme.

The exercise, which begun on February 15th 2022, will allow over 41,000 older persons who have never registered for a national ID to do so and those that have since lost their IDs, to access their NINs from the NIRA office. Additionally, NIRA will also issue out IDs to older persons that registered but did not collect their physical cards.
