Head, Programme Management Unit (PMU)
Stephen heads the Social Protection Programme Management Unit. Stephen headed the Secretariat of the Expanding Social Protection (ESP) Programme which successfully implemented the Programme pilot between 2010-2015.
He is a widely experienced Planning Economist who previously served as Senior Economist, Principal Economist and Assistant Commissioner (Planning) in the Ministry of Gender, Labour & Social Development. He holds a B.Sc (Economics) of Makerere University and MSc (Agricultural Economics) of the University of Reading UK.
Stephen has been credited for championing the idea of a Social Development Sector in Uganda in which he led a dynamic team that articulated the first Five Year Social Development Sector Strategic Investment Plan (SDIP); engaging in a complex, consultative and negotiation process. He also successfully coordinated the development of a Social Protection Programme for Uganda that eventually crystalized into ESP. Stephen brings to ESP wide experience in management and development planning. For his O and A levels, he attended St. Leo’s College, Kyegobe in Fort Portal, Uganda.
