Acting Deputy Head, Programme Management Unit (PMU)
Beatrice is the Acting Deputy Head for the Expanding Social Protection Programme – Phase II. She brings to the Programme over 15 years of experience in social protection, community development and livelihoods. Beatrice is the ‘Institutional Memory’ of the Expanding Social Protection Programme, as she is the only staff member who has worked on the Programme right from its inception in 2009, through supporting the design, lobbying for funding and seeking Cabinet approval for the first phase.
As a Policy and Learning Manager in the first phase of the Expanding Social Protection, she successfully spearheaded the formulation of the National Social Protection Policy (NSPP), which was approved by Cabinet and subsequently launched. The NSPP now provides a framework for implementation of the Senior Citizens Grant, embeds social protection as basic service in Uganda and is the cornerstone for establishing a National Social Protection System.
Before joining the Programme, Beatrice worked as a Principal Social Development Officer, in the Ministry of Gender, Labour and Social Development, where she was responsible for reviewing and formulating policies and programmes for poverty eradication. She has expertise in policy development, programme development, planning and implementation. Previously, she worked as a Community Development Coordinator for Soroti Catholic Diocese where she was responsible for overseeing the implementation of the development programmes in Soroti district. Beatrice holds an M.A. (Sociology) from Makerere University
